State Program for Social Rehabilitation and Child Care – 2026
On July 17, 2026, the Government of Georgia adopted Resolution №329, introducing important legislative changes. These amendments were made to the Government’s 2025 Resolution on the approval of the “2026 State Program for Social Rehabilitation and Child Care.” Timely public access to information about programmatic developments is essential for strengthening inclusive policies and improving the rights and living conditions of persons with disabilities. Therefore, we present the main updates approved by the Resolution:
Program Budgets
The budget for the 2026 Social Rehabilitation Program has been set at 39,400,000 GEL. The total budget of the Child Care and Youth Support Program amounts to 85,100,000 GEL. The budget of the Early Childhood Development Support Sub-Program has been defined at 14,800,000 GEL, while the budget of the Child Rehabilitation/Habilitation Sub-Program amounts to 26,300,000 GEL.
Vouchers for Assistive Devices
Changes have been introduced to the voucher eligibility criteria under the components providing wheelchairs and prosthetic-orthopedic devices. When issuing vouchers to members of socially vulnerable families, the family’s social rating score must not exceed 120,000. This score is determined by the Social Service Agency at the time a decision regarding voucher issuance is made.
Administrative Deadlines
The Social Service Agency is required to notify applicants of its decision in writing or electronically within 7 calendar days.
If the beneficiary does not contact the Agency or the service provider within the specified period, the decision regarding the provision of an assistive device will be considered cancelled.
Personal Assistance Services
The budget of the Personal Assistance Services Sub-Program amounts to 11,300,000 GEL. This funding will be transferred to municipalities in the form of a targeted transfer within the framework of delegated authority.
Alternative Housing for Persons with Disabilities
The target group for the Alternative Housing Provision Sub-Component for Persons with Disabilities includes beneficiaries aged 18 and above who are receiving services through the Agency’s branches. In addition, other persons with disabilities who require this service are also included in the target group.
